Hello you all...
I(tommot) have just been appointed as the new eBelgian Chairman of Congress and as such i will be responsible for the smooth functioning of our congress.
◎ Set up and maintain communication(and means of communication) with all current Congressmembers.
◎ Regulate/moderate all debates conducted by Congress in the congress forum area, maintain the lawbook, conduct or at least regulate voting(in-game and on forum).
◎ Try to keep the population informed of congress activities.

I can not promise that i will be successful in all these tasks, but i will do my very best.

◎ For the most up-to-date list of congress members you can look at this article.
◎ The most current debates that are held in congress since i started are:
- Reorganisation of BNA
- Merge of BNA and BCA
Both are about the possible upcoming changes in the official eBelgian military.




At this time i have not yet access to the official congress newspaper.
Until i do, i will be using my own newspaper to provide the information as described above.

Congress announcements(edition2)

It has been 11 days since i shared my first report as Chairman of Congress.
In that time i have seen only a few trying to bring back some activity to our congress(which where pretty much mute during the previous term).

This activity includes an attempt to debate in-game by posting an article about Tax changes(on which a debate was already started a few days before that publication).

Although a mass-pm was created to communicate with all CM's in-game, there where little responses from those who do not come onto the forum. Therefore i can only hope that the information i and other CM's have shared in that message was very useful to them in making a good decision on voting laws.

Here is a list of matters that have been discussed on the forum and shared in the CM mass-pm:
◎ BNA Commander and BNA finances : A debate that started a while ago in which the succession of a new BNA commander was discussed on which little progress has been made despite a few more recent comments on this matter.

◎ Tax on food : It was a proposal to change taxes in the hope to trigger a positive change in our nations weak economic position. Only time will tell if it works(and reports from our Minister of Finance would give us a picture of that change). Debated for 3 days before it was put to vote(and accepted).

◎ Merge of BNA and BCA : This is a debate that started before i was CoC and despite lots of useful input from CM's, government-members and private citizens little result have come from this and the already approved merging(approved in the previous congress terms) has still not happened.

◎ welcome message - Pub : A proposal to change the current welcome message for new eBelgian players... still pending

◎ Selling BNA and BCA : Since the debates on merging BCA into BNA and adapting BNA to it has stopped without much results, the proposal of selling one of them or even both was placed on the table. It is unclear what will happen in this matter(BNA-BCA).

◎ request to unban Shadowukcs : A matter that reappears every 1 - 3 months(in private or publicly). This is a debate to attempt the unban of shadowukcs who has been a repeated violator of forum rules.

◎ MPP with eChile : A proposal that was acceptable for almost all the people that debated the matter in this topic and as usually in these kind of topics the debate included a discussion on the usefulness of signing an MPP.

◎ law vot on MPP : This is the vote that followed the debate on signing an MPP with eChile. Currently this vote is still unfinished.

◎ Donation law proposal : Currently there is a donation law to be voted upon(started by our minister of Finance, also a CM). More details are not available yet.

◎ Work tax proposal : This was an in-game vote started without any debate made by xPhone who left the country right after the proposal was made. It was quickly rejected.

Besides xPhone 1 other CM left our congress and politics behind.

This is pretty much all that has happened in congress since my previous report.
Some clarifications:
* MPP = Mutual Protection Pact
* CM = Congress Member

Congress announcements(edition3)

It has been almost 2 weeks since i shared my second report as Chairman of Congress.
In that time i have seen some more activity in the mass-pm for CM's from people like Linceour, Teddy beer ebe, JdlF(CM & CP),...and a few others.

Altough we did attempt to motivate people to come and join into the forum debates there was no noticable increase in congress forum activity. Therefore i can only hope that the information i and other CM's have shared in that message was very usefull to them in making a good decission on voting laws.

Here is a list of matters that have been discussed on the forum and shared in the CM mass-pm:
◎ request to unban Shadowukcs : This debate has been on the table since the beginning, but little action has been taken on this matter.

◎ welcome message - Pub : A proposal to change the current welcome message for new eBelgian players... still pending and with little progress.

◎ Unban all banned citizens / Restore citizenship : An attempt to unban some eBelgian citizens. the debate lastet 6 days without a final result.

◎ Make the forum easier : A topic that called for making changes to the forum(how it looks, how it works). It ended that same day. What i write here i write as forum administrator -> I am slowly working on a plan to rearange and streamline the forum, but as this is a very large job i will need to do some more tweaking before i am ready to release more details about this.

◎ welcome message - Pub : A proposal to change the current welcome message for new eBelgian players... still pending. a un-linked draft was proposed but we got stuck on the links that need to be added(format, to what/where to link,...).

◎ Scrap laws : There where som ideas bounced around, but in the end no-one took it up to make a law proposal out of it. There where a few who called for suspending all laws until further notice(more tuning). Still unresolved.

◎ request to unban Shadowukcs : No real progress was made as we are stilll...debating. Although it did reveal some loophole in the law/constitution, but yet again it did not motivate the CM's to act.

◎ New moderators election. : The forum-moderators term of 3 months was coming to an end so i placed it up to debate to call for moderator candidates. 4 names( eventually ended on the ballot, but only 2 needed to get elected. Teddy beer eBe & Fhaemita Malodorous(The Valejard) got assigned to be Moderators.

◎ There was also some handling of fundings which related to the "Epic Warfare" tournament. donate proposal and issue money proposal

◎ Also an NE proposal was started against the UK(and passed. This was a TW which was also part of the "Epic Warfare" tournament.

In the mass-pm there was a call to remove the Valejard(as moderator) and ThomasRed(as administrator). The responses on this where pretty divided and ended in a stalemate(no further actions followed).

Since last time 1 more member left congress behind, this was caperg

This is pretty much all that has happened in congress since my previous report.

I was hoping that the debates would have been concluded, but most CM's just wait for nothing(i will not do their job).

Something is being done!

Congress announcements(edition4)

It has been some time since i shared my last report as Chairman of Congress.
Although we do not have a congress because of some unfortunate circumstances(More about it in this article), i do intend to perform my task as much as i can.


Here is a list of matters that have been discussed on the forum and shouted in articles comments:
◎ Unban all banned citizens / Restore citizenship : this matter has finally been settled and all names that could be unbanned, have been reinstated with a forum citizen mask.

◎ Big Forum Changes : A plan was shared by myself as Administrator and that plan is currently being implemented in small/little pieces at the time. In the topic that presents the changes everyone can still discuss the proposed changes and suggest alternatives.

◎ welcome message - Pub : A proposal to change the current welcome message for new eBelgian players... still pending.

◎ Scrap laws : This time there was more alternatives proposed in this matter, but in the end we still have no final draft of what to do.


This is pretty much all that has happened in congress(or at least related to congress) since my previous report.
