After a long time of working with unwritten rules, the admin council has accepted by vote, a forum moderation rulebook. This will make it clearer to everyone how the forum administration works.

Forum Administration Rule Book

The Ebelgian Community forum, located on the forumotion servers and accessable through urls http://ebelgium*forumotion*net/ (*=dot) and http://www.erepbelgium.com, was created to serve the members of the Ebelgian community on Erepublik. The forum will provide general debate areas for the public and also house the private and public debating rooms of the eBelgian lawmaking, exectutive and judiacial branches.

  • The forum is owned by an institution, named the the FO council (see below). No other party has any claim to the ownership of the forum for as long as the council is populated.
  • The forum is administrated by a group of people selected from the eBelgian community who are divided into several ranks as described below.

Forum administration Ranks (high to low)
Forum Owners (FO):

  • Forum Owner are appointed/removed by a FO vote.
  • There can only be a maximum of 2 Forum Owners
  • All forum Owners must have access to the main Admin account and the forumotion tools page.
  • They are the ‘Owners’ of the forum. Togheter they are responsible for the continuity of the forum and the security of the forum logins. They are the password keepers of the forum.
  • Are responsible for the maintenance and finance of the domain name and server space.
  • are responsible for the conduct of the Admins
  • Forum Owners will be members of the Administrators usergroup

Admins:

  • Are appointed/removed by the admin council. Preferably from the Global Moderator Usergroup.
  • Admins task consist of everything their mask allows. For layout changes of the forum, however they need to consult with the other members of the admin council.
  • are responsible for the conduct of the Moderators
  • Admins will be added to the Administrator usergroup

Moderators:

  • Are appointed/removed by the admin council or the eBelgian Congress.
  • Moderators are responsible for reviewing reported posts, and managing and issuing warnings and related forum bans. Moderators are also responsible for general moderation, such issuing guidance to remain on topic or other moderation that may not rise to the issuance of warnings.
  • Moderators shall be added to the Global Moderator Group

Remark: All ranks shall have the same rights and tasks as the ‘lower’ ranks. (FO as Admin and Moderator; Admin as Moderator). It is however advised to not take over the job of lower ranks.

Entities
Admin Council:

  • Consists of all Admins and Forum owners.
  • All members are considered equal.

FO Council:

  • Consists of all Forum Owners

Voting procedures
Admin Council votings:

  • Votes can be started by any member of the Admin Council
  • Every member of the Admin Council has 1 vote
  • Voting ends after 75% of the members of the Admin Council have voted or after a voting period of 72 hours, wichever comes first
  • Majority is reached when 1 option has 50% + 1 votes.
  • Draw means the vote is rejected.
  • Rejection of a vote means nothing changes to the forum administration system
  • Role-Play voting/laws related to the forum administration need to be approved by an Admin Council voting.
  • Any Admin council voting can be overruled by a FO voting

FO council votings:

  • Votes can be started by any member of the FO Council
  • Every member of the FO Council has 1 vote
  • Voting ends after all FO's have voted or after a voting period of 72 hours, wichever comes first.
  • FO's need to vote unanimously on a proposal for it to pass.
  • Draw means the vote is rejected.
  • Rejection of a vote means nothing changes to the forum administration system
  • Results of a FO Council voting supersedes Admin Council Votings
  • If the second FO did not vote (in a FO voting) and the voting period has expired, the vote of the second FO can be replaced with the voting result of the admin council voting.

Code of operation

  • Every admin/FO can give warnings, bans and other penalties without consulting the other members of the Admin Council.
  • Reversing another Admin/FO ‘s action can only be done after a vote of the admin council, with the exception of any action that are available to the Moderators, excluded warnings and bans.
  • Member of the forum administration should never have arguments related to the forum administration in public areas.

Changes to this document

  • This document can be changed by a vote in either the Admin council or the FO council.
  • Should time between the previous change and the current suggested change be less than 1 month, then the FO council will need to approve for the voting to occur.
