[mittekemuis] for CP

Like I promised in you in my announcement, I will be publishing my manifesto’s for the upcoming month.



You may ask yourself why does she put those two departments together. I will tell you why. It is my believe that both departments are very much related to each other in a small country like eBelgium. Both have more to do with diplomacy than warfare.

For example:
What does the Minister of Foreign Affairs do? He searches for MPPs with other countries. Tries to find the best suited MPPs for eBelgians to fight for.
What does the Minister of Defence do? He talks to the Ministers of Defence in the countries we have MPPs with to determine where we should but our Campaign of the Day.

I will start out this term by nominating both a Minister of Foreign Affair and a Minister of Defence but if it look like there is not enough activity in both departments I will chose the best of the two and make him/her Mister of both departments.



Working of the department

I would like to implement an envoy system where envoys get specific task rather than tedious ambassadors reports that none reads.
The envoy system has been implemented in the eUK under my leadership has been proven a very good way to work. Envoys get tasks which they complete in a certain period of time. I realise we don’t have the amount of people to work in the department as there are in the UK but still I think we can manage at least 4 or 5 envoys.

What do I expect from the Minister and envoys:

* A standard message to all the eCountries with congratulations for the newly elected CP/PM and at the same time sending them our cabinet and irc channels where people can reach the department and an invite to a meeting where we invite all Mofa in # eBe_MoFA just to socialise.
* See more interviews appear in the eBelgium press. Not only done by the minster but also as envoy tasks. The envoys can publish in their own newspaper and get credit for the work they have put in with votes and subscriptions.
* Scanning the media and post interesting links on the forum. Each envoy will get specific countries or continents.



Military protection Pacts

It is the job from the Minister of Foreign Affairs to search for MPPs. But on this point I would like to see the MoFa department and MoD department talking more with these countries. When there is a better communication we can be more efficient in helping each other.



Neutral vs alliance

This country has been divided for many many months on this topic. I could go and look in to the history to see we have shifted from one end to the other. Some month more TEDEN some more ONE. All depended a bit on who was in charge that month and how congress was assembled. Fact is we have been invaded by France and The Netherlands which are respectively in TERRA and EDEN. On both occasions ONE and even more proONE(EPIC)countries were needed to safe eBelgium from wiping.
For now eBelgium is booked as proONE country due to the fact we still have all ONE MPPs from the war with eNL.

I know the current President is holding a poll about neutrality or not, and I will work with the outcome off of this survey.
* If and when we chose to be truly neutral we will need a month to pass all but one or two ONE MPPs and we will sign one or two TEDEN MPPs. The main goal will be to insure we all have enough wars to fight in.
* If the people chose for following an alliance we will be signing a lot of MPPs and I will than propose to join EPIC if I find people willing to be active enough to work inside such an alliance. If not we can still sign enough ONE-proONE MPPs to fight in and just get the mark proONE.




Logistics

eBelgium has a National army structure with funding by the State.

First you have BTA for the newer players until they reach 1250 strenght.
- BTA gets 20% of the monthly tax income.

BNA is where you go when you are to strong for BTA. Currently there are only 20 places available but we are working on a better amount. BNA needs you to work in a military factory and as payment you get Q6 tanks to fight with.
- BNA gets 350 000 BEF a month

The para’s are the elite force for eBelgium. The places are very limited.
- The Para’s get 62 gold

The reserves hold the most eBelgian citizens.
- The reserves get 25% of the monthly tax income.

Besides that the government has also the “Boost your strength” project.



Tevuco has been given the BNA after the previous commanders resigned their post.
I have been in close contact with Tevuco and stand by his decision on the way he will reform and organise the BNA.
- New avatars or in the making
- Minister of Defence is to become BNA commander.
- Minister of Finance and Minister of Foreign affairs will be seating in HC
- Soldiers will receive Q6 tanks for the damage they really do. That means Pulls or an other tool to supervise the soldiers will be ask to be install by every soldier. If they refuse they will not get any supplies.

The finer details will be published by Tevuco.



Wars and daily orders

*I will be demanding a daily newspaper article with orders aswell as reports on the progress on the various army branches.
* The MoD newspaper is due for a make over so I will ask the MoD to launch a request/competition to come up with a new layout.



Working with other nations

For this topic I will be referring to the MoFa part of this manifesto where I wrote that I want both MoD and MoFa talking with the countries we have MPPs with. As long as we are not a member of an alliance we have to rely on this to coordinate orders.

While Foreign and Military affairs are very important department in a war game, I think eBelgium has to have a very strong domestic office.
We are no big conquerors and we are not the country people look for help when it comes to winning battles, nonetheless we are still like in RL, a proud and independent nation. To stay proud and independent we must work really hard in aiding players and be in cohesion with our fellow countrymen.



Logistics

Our country has already a lot of good programs running at the moment. I will just sum them up for you.

1. Citizen packs : Citizen packs are donations in the form of 20 Q6 foods and 4 Q6 guns.
They can be requested each day on this forum by belgian forum members.

2. Boost your strenght : To take advantage of this program you need to fill out a few criteria such as being level 25. Have a Q5 town center, a Q2 basic training ground and a Q2 climbing center. When you have all that you can request it weekly. You get a weekly donation in BEFs that you will have to use to buy gold on the monetary market in order to pay his climbing center training cost. Be aware that this will be under control so you will have to have a strenght increase or you will be kicked of any citizen program.

3. IRC civilian raids are done each Wednesday night between 20h and 22h gmt+1. You will receive 25 q6 foods and 6 q6 guns to do a free 30 hits on the battlefield, and we will all fight together.

4. Land subsidies

1) Q4 raw subsidies: this is for the younger players as well for the progressed player with eBe citizenship. The difference is the younger player gets more money.
2) Storage: every player from level 10 and up can request 500BEF to buy 1 storage. This can only be done once.
3) Town center: when you have met all the criteria and can prove it you can request for the necessary BEF to upgrade your townhall. This subsidy can be asked for every upgrade of town halls.

5. PULSE subsidy: eBelgian citizens that use or start using PULSE can request a "PULSE Subsidy" of 1,000 BEF.

...and last but not least there is the Belgian lottery where you can win money

If you elect me as Country President I will keep on doing these programs. If and when we have the budget we can maybe extend/upgrade some of them.



We can still do better!

The Ministry of Home affairs can do so much more in my opinion.

* Like for example start by seeking out new players. The minister or one of his deputies can go look for new players who entered the game and list them up for people to see. Citizens can send those new players a friends request and if you have the time also a welcome message with some links these players need to find their way in eBelgium.
I will ask of the Minister of Home affairs to draft such a welcome message so you only have to copy/past it from the forum.

* I want to see a lot of new tutorials posted ingame and on the forum.

* I would like to see the Minister of Home affairs organise charity drives at least every two weeks where he collects food and weapons which can be given out on the forum.



Fun and games

eBelgium has been building on a solid foundation of fun and games on the eBelgian forums. I hope to see this continued and maybe even extended through ingame games and contests.
Using the press module we can reach those players who are not/not yet active on the forum.



Immigration

I would like to propose a change in the procedures of immigration. Instead of asking advice by congress with the final vote for the minister of Home affairs I would like to see a committee gets chosen by congress. Anyone can put his candidature for becoming a member of the immigration committee and congress can vote. The committee will exist of 3 members. They will look meticulous in too the citizen application before deciding it is safe to enter the country.
When an applicant is denied I would like to see the committee send a pm to that person with a polite motivation why his or her candidature is not withholding




Money, money and again money. You can never have enough money.
I want the State to help out its citizens as much as possible. Either through citizen projects and/or through funding the military, everything comes with a certain cost.
I will depending on the knowledge and judgement of the Minister of Finances. According to his bookkeeping we will be able to raise or reduce the funding or keep it at a current pace.

I will be asking at least 3 published rapports from my Minister of Finances. One at the beginning a progress report and an end evaluation.

* I will stand by the decision of the people in eBelgium. If they chose to be neutral I will make sure there will be TEDEN MPPs. If they chose to be proONE I will propose to join EPIC.
* I will do everything in my power to organise a TW and avoid a real war.
* Overseeing Military reforms and put MoD in command of the entire army except BCA




* Over all more visibility of the department in the Press.
* Make sure the world knows we are on the map by for example sending all CP a message with our cabinet and congratulations.
* Try again(I know people have tried before) to implement an envoy system on a small scale.
* Talking with the nations we have and would like to have MPPs with.
