Because, and forgive my rudeness, no matter how many small countries you add, it will always remain small, s*** and weak - compared to/in the eyes of - other alliances.
I see it this way: You can put 1 midget and 1 profighter in the ring and the pro-fighter wins. You can put 15 midget and 1 profighter in the ring and the profighter will still win. The only way for the midgets to win is if you throw enough midgets in for him to beat, till he's tired and gives up, but that would imply that 50 midgets get severely beaten up first. And even then you still haven't beaten him. At it's most you've came to a tie.
Luna is an alliance with 6 or 7 midgets.

Luna is no different than Sol, or any of the other fail alliances that spring up every few months.
The member nations alone show that this alliance has no promise.
Every single one of those nations is tiny, and weak. Hell some of them are barely even in control of their country, and are under PTO threat.
Bottom line, without atleast 1 major nation, the alliance fails.

Wrong ^^. An alliance with minor nations can defeat a major nation. But they can't win as an alliance.

in this case the alliance must have many minor mations against one major nation, and a major nation without allies, it's uncommon, isn't it ? ^^

you must see the little alliances (and sure their friends) maybe big countries from another alliance, that makes the difference.
Why some alliances failed? Because they were really alone.
You can look about our past, some countries (Ireland, Venezuela...) came to help us... but we are not in their alliance.
All countries have some best relations with others, no need to be in an alliance.

for me i prefer to have a lot of good relations in the eworld like to be in an alliance and to be in the obligation to follow orders from big countries.

I think remaining on good terms is key. We in eNZ are not formally part of ONE but we have strong ties with them and other nations (Iran, Slovenia, Indonesia) that are also not part of the alliance but affiliated with it.
We also work to create better ties with countries in EDEN and Terra to ensure to they may not attack us. Alliances can be good but as noted, obligations led to tension.
Look at Terra right now, Argentina is threatening to pull out because it doesn't feel it gets any value for membership and is obliged to aid its partners in wars it doesn't deem in its nation interests.
