Read your article and just thought of something
Since one congressmember is banned, does he count when we need a 2/3 majority? It's not said in the constitution so I think we only need 2/3 out of 29 now

We had 31 congress members. Without Koning Albert, only 30 remain. So I think we can just go as usual and ignore it ^^

Agree, and 2/3 of 29 is still 20 needed. Only with 28 CM will 19 be enough for a 2/3 majority. With 31 CM, we needed 21 votes for a 2/3, since you can't have 20.666... votes. Basketball

19 out of 29 congressmen is 65.5%, less than 2/3. So you need a 20th vote for such a majority. Can't cast 1/3 of a vote alien
