Financial Accounting
I think this topic deserves some discussion. There has been more than one issue lately with the tracking of our country's finances. Whether these cases involve actual fraud or just mismanagement is not for me to decide. However it brings out a serious flaw with our government.
I propose that a resolution be drafted that mandates all government funds no matter how small be accounted for in a double entry account that is posted publicly. This resolution would also mandate that all persons with access to any public org be accounted for and the passwords changed with any change in persons accessing the org.

It's great to see such positive response. To clarify the system I propose we use, it will be a document (spreadsheet) that begins with the balance in said account. Every time money/gold is donated or spent it is recorded on the document the new balance is shown.

Yours is more appealing to the eye but cannot account for income as well. This is a more traditional double entry system that gives a current balance after each transaction. It is simple and easy to use, as long as it is updated regularly (daily)

This form took me 5 minutes to make and I will explain it to anyone who needs assistance. ANYONE in charge of government funds should keep a log like this and publish it once a week (4 times a term) At the end of an administration the doc is passed to the new minister and the passwords are changed. As I mentioned before I will work on drafting a resolution hopefully Manong will help as he is very good at these things.
If congress is in agreement we should not delay at moving forward. The starting point is a complete list of government accounts and orgs and all persons with access.

I don't feel that much more is needed. Belgium's finances are not complicated, it just needs to be recorded and made public regularly. All the data can from the individual orgs can be compiled into a master sheet that clearly shows Belgium's total income and expenditures so that congress can make an accurate budget.
The problem is of course enforcement. The finance minister needs to be on board with this and should make sure that all persons handling government funds account for them in this manner. Then it would be the finance minister's responsibility to publish the information weekly.

The thing is that you can't see donations and the exact amounts from last weeks =S, I'll try to think and not it down (or the next MoSC) so that I can add it.
Most of it is not taken out of the companies directly but out of the org. So nothing is really hidden. Sorry that I can't provide the exact amounts right now.
