Hello, I just reached the lvl 8 and i want create my newspaper, unfortunately I’m in Canada (sorry for leaving Belgium but i was under the minimum lvl for vote and really near of 40 - wellness because we have no war games.)

So my question is, can i create a newspaper for Belgians when i'm in a foreign country? or should i come back in belgium to publish it ?

No, you can create one in Belgium.

You have to put the settings on "Belgium" though, so it won't be published in Canada, only in Belgium.

Yes,

You can move your newspaper as much as you want afther creation and this for free. This can be done by "Edit newspaper details". So don't be affraid to create one !
