Odd changed CS but not party ?

Is anyone aware if this is a new rule where you no longer need to be a citizen to be a member of a party ? I was looking for my 10 new comrades (where else to find comrades then in the LCC ?

Seems to be one of the many bugs this game has.

as long as you don't resign the party, you stay in it
this 'bug' has been there for a long period already.
It is possible they solved it, but that it returned, no idea about that
