Sanctions for insults

Lately there has been a problem with people insulting eachother on the forum. This is unacceptable.

So the admins have decided to enforce the following sanction system:

With every insult you'll get 1 warning (max. 1 per post)
The warnings disappear if the record is clean for a month (while not being banned, see changes).

3 warnings - 1 Day ban
4 warnings - 1 week ban
5 warnings - 1 month ban
6 warnings - perma ban

This applies to every member of this forum (citizen, congress, president, admin, ...)

That admins or Directors that get 3 warnings will lose their powers as they have to show the example.

since day 1782 the following changes are effective:
*) 2 posts on the same topic in a short period that can be seen as a 'flow' of posts, will normally result in only 1 warning, but these situations will always be handled on a case-by-case analysis.
*) warnings are removed, if the user do not receive any additional warning after 30 days on the forum while not being banned
