Preamble

a – The Constitution is the fundamental charter of eBelgium and it is above any other law except for eRepublik's Rules under which it has to undergo.
b – eBelgium is a democratic republic and sovereign belongs to the ebelgian citizens.
c – The national emblem is the tricolor flag: black, yellow and red, arranged in three vertical stripes of same width.
d – The official languages of eBelgium are English, French and Dutch, but the official language on the forum is English.
e - All official goverment messages have to be accompanied with a translation in the 2 other languages.

Title I. The Legislative Branch: Congress

Art.1 Membership
a - Congress will be decided upon game mechanics of Congressional elections.

Art.2 Legislative Process
a - All in-game proposals will be proposed by Congress and will be voted by Congress in the game's Congress Module.
b - All in-game proposals will have a discussion topic per proposal in the national forum's "Debate Area" to favor legitimacy.
c - All non-Congress-Module proposals will be proposed and will be voted by Congress in the national forum to be enacted as law, and to favor legitimacy and validity.
d - A proposal will be debated (in the Debate Area) for a minimum of 24 hours and will be moved to the Voting Area or in the Congress Module for voting.
e - Proposals can enter voting before the 24h of discussion are up if a motion of cloture is made by a congress member and is seconded by two other congress members, except for constitutional reforms which cannot be subject to a motion of cloture.
f - All non-Congress-Module votings will be manual by saying YES, Abstain or NO.
g - This vote will last for 24h (or more as outlined in Article 2.h) or untill it gains a majority in favor of it (whichever comes first).
h - The proposer can decide to raise the time limit up to a maximum of 72h for non-Congress-Module votes.
i - All votes that reach their time limit but don't have at least the votes of at least 1/3 of the total voting body (congress members plus prime minister), will stay open until such a number is reached.
j - Any majority vote will conclude that any proposal has been passed and that it has favored validity.
k - All non-Congress-Module proposals that will pass through Congress through any majority vote in the national forum will become law and favor validity.
l - All active non-Congress-Module votes are ended upon the end of the congress term.

Art.3 Legislative Limits - Legitimacy
a - Legitimacy is the confirmation that a proposal has been proposed and passed properly whilst abiding the rules of the Legislative Process.
b - Legitimacy is of popular opinion and will have no or little effect to the result of the proposal.
c - Legitimately due proposals are passed proposals that have been established as law and have favored validity (but not necessarily legitimacy) for more than seventy-two hours or three days.

Art.4 Legislative Limits – Validity
a - Validity is the confirmation that a proposal has been passed by any majority vote.
b - Hence any proposal that has been passed by any majority vote is valid. However, valid laws are not necessarily legitimate.
c - Nonetheless, validity supersedes legitimacy.

Art.5 Abilities of Congress
a - To have all abilities provided in the game's Congress Module.
b - To fire a cabinet member if he or she has violated game laws and constitutional regulations.
c - To add names in the Personae Non Gratae list.
d - To start institutional reforms and amendments.
e - To make and pass laws for the nation and for the government.
f - To provide the foundation and regulations of the Belgian military.
g - To elect the Supreme Court Justices that the Prime Minister has nominated if they are suitable for the job.
h - To impeach Supreme Court Justices if they conduct any behavior outlined in Article 10.e and/or if they abuse their abilities, with a 2/3 vote of participating members.

Art.6 Limits of Congress
a - Congress will abide to game rules and regulations.
b- For non-Congress-Module proposals and similar to the Congress Module, Congress cannot propose any proposal similar to a proposal that is in the process of voting. Congress must wait for that proposal to end after proposing a similar proposal.
c - Anything that constitutes tax will be similar to any tax proposals, anything that constitutes to the Constitution will be similar to any Constitution proposals or amendments, anything that constitutes to wage will be similar to any wage proposals, and so on.
d - Congress cannot override proposals not favoring legitimacy unless counter-proposed and counter-passed through common processes.

Art.7 Passing of Laws
a - All in-game or Congress Module proposals that passed through any majority vote will favor validity and become law.
b - All non-Congress-Module proposals that passed only in the national forum will favor validity and become law.

Title II. The Executive Branch: the Prime Minister and his Cabinet

Art.8 The Prime Minister
a - The officially elected country president (through game mechanics) of eBelgium will be referred to officially as the Prime Minister of eBelgium.

Art.9 Abilities of the Prime Minister
a - The Prime Minister will have all the abilities provided in the game module.
b - The Prime Minister will be able to vote in any Congress proposals as mandated in the game module.
c - The Prime Minister will be the commander-in-chief of the eBelgian military and all its departments.
d - The Prime Minister will appoint his cabinet and will establish his government through his cabinet.
e - The Prime Minister can nominate Justices to the Supreme Court if needed.
f - The Prime Minister can pardon any crime not enclosed or related to Article 10.e.b, and Article 10.e.c.

Art.10 Abilities & Limits of the Prime Minister's Cabinet

a - The Prime Minister's cabinet will have total control over their assigned sectors under the guidance of the Prime Minister.
b - The Prime Minister can fire any of his cabinet member at any time.
c - The Prime Minister is the solely responsible person of staffing his or her cabinet.
d - Congress will have the ability to remove a cabinet member through common processes.
e - Congress can only propose to remove a cabinet member if the cabinet member either: a. violated game rules and regulations accumulating to 3 suspensions or forfeit points, b. violated game rules and regulations accumulating to an automatic permanent ban, c. found guilty by any entity of stealing from the national treasury, national bank, and any org that controls national finances whilst under oath as a cabinet member with evidence(s) favoring both legitimacy and validity.
f- Congress will have no authority in staffing a cabinet member.

Art.11 Limits of the Prime Minister
a - The Prime Minister cannot veto any law.
b - The Prime Minister cannot suspend Supreme Court Justices.

Title III. Judicial Branch : the Supreme Court

Art.12 The Supreme Court of eBelgium
a - The Supreme Court of eBelgium will serve as the judicial review committee for the Congress of eBelgium.

Art.13 Abilities of the Supreme Court of eBelgium
a - The Supreme Court will review ongoing proposals and/or proposals not legitimately due only.
b - If the Supreme Court finds an ongoing proposal and/or proposal not legitimately due that do not favor legitimacy nor favor validity, the Supreme Court may revoke the proposal's validity making it fully null.
c - All five of the Supreme Court Justices must all be present when voting to revoke a proposal. Majority is needed in order for the annulment of the proposal to be enacted and passed.

Art.14 Limits of the Supreme Court
a - Justices can revoke validity and question legitimacy of non-Congress-module proposals but can only question legitimacy but not revoke validity on Congress-module Proposals.

Art.15 The "Justices"
a - A total of three Justices will be seated as nominated by the Prime Minister of eBelgium and as elected by the Congress of eBelgium.
b – Justices must have the eBelgian citizenship
c - The three Justices may appoint a Chief Justice to maintain communication between the Justices and lead the Supreme Court. The Chief Justice will hold no extra abilities.
d - Justices will serve an individual maximum term of three months. Justices may resign their positions.
e - Justices cannot serve in another governmental post (i.e. Parliament/Congress, Prime Minister, PM Cabinet except Ambassadors).

Title IV. The Directors

Art.16 Rank 1 Administrative Directors
a - Only 6 Rank 1 Directors will be allowed.
b - Rank 1 Directors will be responsible for maintaining forum etiquette, masking citizens, ambassadors, congress members, and etc.
c - Rank 1 Directors will have full authority and responsibility in the national forums.
d - Rank 1 Directors will have full authority to staff Rank 2 or lower Directors.
e - Congress can remove any Administrative Directors of any rank.
f - Only the remaining Rank 1 Directors can replace unfilled positions.
g - All Rank 1 Directors will have AOP/Full OP in the official IRC.

Art.17 Rank 2 Moderator Directors
a - No amount restriction.
b - Rank 2 Directors are to assist Rank 1 Directors in maintaining forum etiquette.
c - Rank 2 Directors can be divided into divisions. Rank 1 Directors are responsible for those divisions and the behavior of Rank 2 Directors.
d - All Rank 2 Directors will have HOP/Half OP in the official IRC.

Art.18 Limitations of the Directors
a - Directors cannot lock voting threads unless time for voting has ended.

Title V. The Personae Non Gratae List

Art.19 Personae Non Gratae List
a - The Personae Non Gratae List is only a list, nothing more, nothing less.
b - Only Congress can propose to add names in the list if said persons have committed any crimes pertaining to Article 10.e.
c- The Prime Minister can remove any names from the list if the said persons' crimes are not enclosed or related to Article 10.e.b and Article 10.e.c.

Title VI. Amendments & Constitutional Reforms and Additions

Art.20 Process
a - Congress may propose amendments, reforms, and additions to this constitution.
b- The updated/changed portion of the constitution cannot be changed for at least 3 days, starting from the time of it's adoption.
c - Any amendments, reforms, and additions will only pass with a 2/3 majority vote from all Congress members.
