Whatever it is I'm sure they're not passive in it. I reckon it's SOL/USA manoeuvres of some kind but personally I don't see the point of it. But that's why I'm not a general I guess.

Probably Sol trying to keep the Philippines independent; but I wouldn't know, I only revived a few days ago. The Philippines, Malaysia and Thailand are all extremely close though.
