Amend State Budget law
“State reserve” shall be understood to be the total amount of BEF and Gold in the accounts of the eBelgian state and the NBB-BNB.

The state will stock 10% of the monthly tax income in the reserves when the total reserve is inferior to 500 000 bef and 1.000 Gold.

Any amount from the reserve can be used for an extraordinary expense agreed upon by the congress, such as, but not limited to, signing extra Mutual Protection Pacts, Land grants, the hiring of mercenaries or MoFUN sponsored games. These extraordinary expenses cannot be agreed to be of a recurring nature.

Four Mutual Protection Pacts will be budgeted each month for a total expense of 40.000 BEF.

A budget of 9.000 BEF will be reserved for the use of an eBelgian Lottery administered by the Minister of Fun, subject to supervision of the CP.

The state will organize workspaces in communes, referred to as “state communes”, under the supervision of the commander of Belgian National Army. The production costs of these workspaces will be paid for by the state. Production costs are limited to:
- The standard price of raw materials on the international market
- The minimum wage in the country in which the finished products are produced
- A maximum compensation of 50 BEF per workspace to be paid to the owner of the company

The expenses will be calculated by the MoF on a per week basis and sent out in advance to the commander of the Belgian National Army. In case of a sudden rise in the cost of raw materials, the commander may request an additional budget for the running week from the MoF. Any excess funds will be deducted from the payment for the following week.

The production of these communes will provide the weapons and food needed for the Belgian National Army, the Belgian Training Academy and the citizen packs program. In the event production is insufficient to cover all costs, extra weapons and food can be bought from the market under supervision of the MoF. Any excess production will be allocated to the Belgian National Army unless the MoF, in concert with the MoD and the commander of the Belgian National Army, decides to sell these products in order to increase state income.

Any remaining funds will be stocked as reserve. In the event that the foreseen recurrent spending should cause the state reserve to go below the amounts mentioned above, other than through extraordinary expenses, all expenses will be suspended until this law is amended or until the level the state reserve reaches the foreseen minima.

Unless specified differently, all funding will be sent out on the 1st of each month by the Minister of Finance appointed by the Country President.
This law can be amended, modified or repealed following the simple majority rule.
