Personal loan policy

1/ requirements that have to be fulfilled by those who request a loan:
- be an eBelgian citizen on the forum (= ebe ingame or honorary citizen on the forum)
- be active on the forum for 3 months, congress will decide if this is fulfilled
- give a decent payback-scheme when congress asks one (say what you produce in all your lands, what you use to work and fight and what you will use to pay the loan back)
- propose an amount, a payback period, the payback frequency and the payback amount
2/ The state should remain healthy:
- there must always remain 100k bef in the state accounts
3/ general rules:
-only bef loans are allowed with this law
- each loan will have an fixed monthly interest fee of 2.5% on the base amount
- the maximum payback term is 5 months.
- repayments will be made according what congress approves
- repayments can be made faster, but won't change anything about the interest.
- the person who loans has to state on eBe forum every time he made an repayment
- the person who loans is not allowed to change citizenship without the explicit approval from congress.
4/ penalties:
- when a repayment is made too late, there will be a penalty. If the loaned base amount is equal or less then 50,000 BEF, the penalty is 500 BEF/day, if the loaned base amount is greater then 50,000 bef, the penalty is 1000 bef per day.
- delay of repayment can be granted by congress if it is asked by the borrower before the repayment had to take place; however interest will be recalculated then
