Pausing Land Grants

Congress hereby removes the current funding from the following programs:
- Q4 Younger subsidies: http://www.erepbelgium.com/t5570-land-subsidies-for-younger-players
- Q4 Older subsidies: http://www.erepbelgium.com/t5703-q4-raws-companies-subsidies
- TC subsidies: http://www.erepbelgium.com/t5682-town-center-subsidies-proposal
- Storage subsidies: http://www.erepbelgium.com/t5623-storage-subsidies

It is noted that these programs are put on hold and can still be extended in the future if this is the wish of congress.
