This has been discussed here many times. In a resistance war, the game randomly selects our opponent from whoever is in the area, regardless of which side he is really fight for, or even whether or not he is actually fighting at the moment. I fondly remember one war in which Cotarius and I killed each other several times, even at times were not both online.

yea, in RW's the game randomly selects ppl from that country to give you the false illusion you are fighting an opponent rather than pushing bricks on a wall.
