DETAILS ON OLD LAW:
*) Regular Gold Loan Program
eBelgian citizens above level 25 are allowed to request a loan. Loans may only be used to buy or upgrade a building (such as a company, training grounds, energy centre, rocket building or any similar buildings that may be introduced on eRepublik), or to help finance a Training Contract. Energy bars are explicitly forbidden to be bought with a gold loan.
No citizen is allowed to have more then 2 gold loans simultaneously.
Gold loans may only be used with a 'special offer', when a discount is provided, additional benefits are provided, or the building/item is only available during a limited time.
A loan can not be higher than 40 gold.
The loan needs to be repaid within 3 months and must be repaid in gold.
The government will appoint a manager, who will check the use of the loan and manage the program. The manager is allowed to enforce activity requirements and decides the particular procedure for requesting and receiving the loans. The manager is allowed to refuse loans if he considers them 'economically unsound'.
At any given moment, the sum of all active loans to every citizen in this program, should stay under 500 gold

- The eBelgian Stimulus Package (eBSP) is a comprehensive group of smaller programs that are designed to improve eBelgium by improving the strength of individual citizens. Unless explicitly forbidden, citizens may enjoy the benefits of each eBSP program cumulatively. A Citizen is only eligible for a program of the eBSP when he fulfills all the program-specific requirements AND the general rules of eBSP.
*) Citizen Pack Program
All eBelgian citizens in division 1 are eligible to receive one citizen pack each day.
The government will appoint a manager, who is responsible for distributing the citizen packs and maintaining a public accounting sheet
The manager may decide how the packs should be requested and when they are donated. The manager is allowed to enforce activity requirements to ensure a minimum of activity.
The Citizen Pack consists of 500 health and 5 Q7 tanks.
*) Civilian Raid Program
During each presidential term, the government may organise 5 Civilian Raids.
Each eBelgian citizen may participate and receives the food and Q7 weapons for the hits done during the raid, up to a maximum of 50 hits.
The government will keep a public accounting sheet to track the number of participants in each raid and the costs.

The request needs to be publicly motivated and supported by 5 different persons: the CP, the MoF, the MU commander of the player, and two Members of Congress. If there are not enough Members of Congress to find 5 different persons, it needs no be supported by the CP, the MoF and the MU commander of the player.
Conditions (amount, time to pay back, ...) for these loans will be determined by the CP and MoF.
In case the citizen requesting the loan is CP, MoF, MU Commander or some combination of these, congress needs to vote for the plan.
This program is a privilege and not a right. Participation in this program cannot under any circumstances be assumed as a right. No reason has to be given to refuse a loan.
Loans will not be given if the committee finds possible unreliability of the citizen requesting the loan, a pay back plan that is not feasible, or inefficient use of the funds.
The manager of the 'Regular Gold Loans' is responsible to manage the details of this program.
Gold loans that don't fall under 'Regular Gold Loans' or 'Special Gold Loans' are explicitly forbidden.
*) Boost Your Strength
Every eBelgian citizen above level 25 is allowed to request BYS.
There are two possibilities that are mutually exclusive:
*BYS-
The citizen has at least 'Q4 Weights Room' and 'Q2 Climbing Centre', and trains daily in both of them. Therefore the citizen receives the gold cost for 'Climbing Centre Training'
*BYS+
The citizen is a member of BNA or BCA and has at least 'Q4 Weights Room', 'Q4 Climbing Centre', and 'Q3 Special Forces Centre. He/she trains daily in all three of them and does a minimum of 80 hits a day according the orders of the BNA/BCA. If these conditions are met, he/she will receive a subsidy of 0.3 gold.
The government will assign a manager to keep track of the program and check if the participants in the program follow the requirements. The manager is allowed to determine a procedure for applying and may exclude citizens that don't follow the requirements.
*) Training Center Support
Every citizen that upgrades a training center during a Training Center Promotion, receives a compensation from the state that equals 20% of the amount paid for the upgrade.
The eBelgian Government needs to appoint a manager for this program, who is allowed to enforce certain global restrictions and determining the procedure to request this support.
*) General Rules
Citizens who haven't been eBelgian in the last 14 days are excluded from all eBSP, with exception of the Citizen Pack program and Promoting Government Communication.
People who are convicted for stealing and/or abusing a state program are permanently excluded from all programs, unless otherwise specified by the SC.
The managers of each program are responsible for requesting the budget they need from the government.
The managers of each specific program are allowed to enforce global restrictions.
Unless explicitly mentioned, the goods or funds that are transferred may be replaced by other goods/funds with an equivalent value.
The MoF may, for budgetary reasons, decide to pause eBSP once per CP-term. This pause will be valid for a maximum of 10 days. It is not possible for him to pause only selected programs from eBSP. If a longer pause or removal of a program is needed, it must be approved by a majority vote of Congress.

Every eBe citizen that gives a positive or constructive reaction on a government article published in a government newspaper receives 50 BEF. This reward can only be given once per article.
The person responsible for donating the money decides what does and doesn't count as reaction and may impose a time-limit in which the reactions need to be posted.

If Congress exists out of less than 3 eligible voters, a decision of Congress to pause/remove a program or adapting the General Rules needs to be confirmed by the Supreme Court.
