War Packs for upcoming tournament

Can we get funding distributed from the NBB-BNB or wherever it is held at the moment to open war packs for the upcoming tournament [due to start in several hours?]. I cannot find any topic relating to official procedure about opening this, hence why I post here.

I am assuming this is a job delegated to the MoD [again, I don't know of any topics listing the guidelines], so I'd be glad to run it myself if nobody else will.

*) Civilian Raid Program
During each presidential term, the government may organise 5 Civilian Raids.
Each eBelgian citizen may participate and receives the food and Q7 weapons for the hits done during the raid, up to a maximum of 50 hits.
The government will keep a public accounting sheet to track the number of participants in each raid and the costs.
