Newspaper subsidizing

To promote activity in Belgium i was planning on creating a subsidizing program for new players to create and publish their first article. I was thinking of refunding them half the cost of the newspaper (1 gold). Does anyone have any suggestions on how to reach these players the best?

It is a really good idea.
The more articles there are in the newsfeed, the more active the population becomes.... at least that's what i noticed in the past.
The hardest thing is getting them to publish something. This idea might do just that.

Make it a governmental funded program and put it in the welcoming message?

New players love an easy 1G, and it creates some loyalty towards the generous country we live in...

(And it's not profitable for multi's, as they'll get banned and lose their 2G newspaer while gaining only 1G.)
