well, it is in fact legal, since it are orgs. It's only just odd to see. But it are all orgs, all (probably) payed for with 5 gold each.
I guess it is for someone who wants to buy products at the cheapest price all over the world and then sells them on the black market.

Looks like it might be a scheme by the Macedonians to support their state companies or military as I see donations to and from FROM state orgs.

44 orgs isn't that uncommon. Those guys who do MM project have 1k orgs.
