Storage subsidies

Storage subsidy :
1. The eBelgian citizen must sign in on the forum in order to make the request.
2. The citizen must be at least level 10 and have forum citizenship for at least 14 days.
3. People are only eligible for 1 subsidy of 500 BEF and need to provide screenshots to prove they have enough money to build the storage and that the subsidy have been used for building a storage.
4. President assigns a manager to check the requirements and deliver the money.
5. This plan is for 50 subsidies and can be extended by congress vote.
