Chapter I. Definitions
a. Immigration Officer
There are 2 Immigration Officers, (from this point IOs), who will be
> a person appointed by the CP. This person has to be reappointed every time CP elections has passed.
> a person appointed by a congress vote. This person will stay in office until he resigns or congress replaces him.
b. Congressmen
Every ingame congressman. (from this point CM)
c. Government funding
BAF, BTA, Citizen Packs, Loans or any other form of food, weapons or money send by the state.
Chapter II. Regular procedure
a. Every immigration request according to game mechanics and every informal request made will be handled by the IOs. They open a topic as soon as possible (before 24h after the request) visible for all eBelgians in the therefore-meant subforum which gives the opportunity for the IO to gather information, all CM to voice their knowledge on said immigrant and the immigrant to respond questions (directly or indirectly through the IOs).
b. After 48 hours ingame, both IOs can give their advice, being it either "accept", "reject" or "unconclusive".
c. After 72 hours ingame, a CM can accept the said immigrant.
d. The punishments for accepting an immigrant before this 72 hours buffertime:
"First time ever: No gov funding for 2 weeks
Second time ever: No gov funding for 4 weeks
Third time and all other times: No gov funding for 3 months"
Chapter III. Procedure for renewed request
In case a person asks citizenship again, the old thread will be reopened. New timeslots are 24 hours after thread opening for IO advice and 48 after ingame for CM decision.
Chapter IV. Procedure for returning eBelgian
If an eBelgian emigrates, but before emigration states to return (b.e. to prevent a PTO in an allied nation), he can pre-request his citizenship. A topic will be opened in the before-mentioned subforum by the IOs and will stay open untill the return of the eBelgian. The IOs voice an advice ("reject", "accept" or "unconclusive") which can be altered till 24 hours after the formal request for re-entrance in eBelgium. CM can voice their opinion as well.
In case of a formal or informal request for citizenship: Points II.c and II.d will go in action, with the exception that "72h" is replaced with "24h".
Chapter V. Exceptional circumstances
When a person/group of persons that according to other laws has the right to stop immigration, decides to put on an immigration stop, then will the IOs still open topics and gather information on said immigrants but will advice "reject" on all immigrants.

According to game mechanics, Congress members may accept any request. However, on the 24th of each month, the IO shall make a report, published by the government, showing who made requests, the advice of the IO and MoNS, and, if the citizenship was given, who gave it and from what party. This report should not include further comment, positive or negative, about these cases.

2. When a Dictator rules eBelgium: The Immigration Officer (now referred to as IO), elected by Congress, will open a thread in the Immigration subforum for each applicant and review the applications. Citizens may comment these requests and Congress members can vouch for any potential citizens who are known to them. On basis of the information gathered about the applicant, the IO may decide whether or not the applicant should be accepted and will communicate his decision both to the Dictator and on the Immigration subforum. The Dictator will be expected to grant citizenship to the applicants that the IO accepted within 24 hours after the IO has communicated his decision, although this delay may be changed if the Dictator and the IO come to an agreement. If there is no Congress when the term of the IO ends, SeCo will appoint a new IO instead of Congress.
