National Hand-Out

Based on the idea and the following topic http://www.erepbelgium.com/t9858-ebe-s-activity-hand-out#200029 , congress grants the MoF a budget of 500k BEF and 750 gold to organize a hand-out for eBelgian citizens in the spirit of promoting activity.
The MoF is responsible for the rules of this hand-out, but they require approval from CoC and CP.
This hand-out and the organization of it, needs to be publicly communicated not later than 2 weeks after the acceptance of this law.
