Well Tsar is basically just another word for King , and Tsarina is another the word for Queen.

technically, Tsar comes from caesar, which is another form of emperor. King is more something like dux. So technically, we'd have some kind of emperor instead of a king. But Tsar just sounds cool ^^

Not a big fan of the introduction of an eMonarchy. Don't know how effective this institution will be, even if there is a rotating Monarch.

Still, could help to distinguish eBelgium from the other nations of the world. However, if you elect a CP or Congress who doesn't care about this position then it could fall into disuse.

I think an eMonarchy can be a nice addition. we can have a ceremonial King/Queen which at his/her legislation has to act independent of political influences. I don't think he/she should have real ingame powers but might be a person used by the country. If we make a nice system out of it we might attract foreign players which are looking for a new thing.
We could use our monarch and nobles to start diplomatic missions etc. Also the very active persons should have the option to get part of the nobility. Which includes not much more then a title pointing out their good work for the country. People would be able to know that this guys voice is important and that he is an important figure in our country.
Also new people will have a new aim in their life. Trying to become noble.
At least this is how I see this system working
