FoC mask and FoB [REPEALED]

Remove access rights to congress areas from the Friends of Belgium group. Create the Friends of Congress mask that will be under direct congress control.

If this proposal passes admin should remove the access of FoB to the congress areas asap and inform us of this.
And a new usergroup/mask called Friends of Congress should be created.

Forum admin will be placed as groupmod but will be under direct congress control.
Meaning that the forum admin can grant/remove the mask by congress request only.
The FoC mask will give access to the congress debate and voting area (read/write access to "Congress :: Debate Area" and read access to "Congress :: Voting Area").

To get the FoC mask a vote has to be won (min 60%) after first motivating and discussing it in the debate area.
